Public weight is used at feed mills where they weigh external vehicles at their scales for transactions outside of the feed mill. For example, there may be a local grain elevator that does not have a scale, so they have an agreement with the feed mill to weigh the trucks and provide them with weigh tickets which will then be received at the local grain elevator. The local grain elevator has nothing to do with the feed mill, just the weigh transaction.
